BTW - studies have shown that it is quite common for there to be some harmless contact between siblings, more so with the opposite sex. Sometimes it involves practice kissing, showing each other their private body parts, fondling of breasts and genitalia, etc... Sisters often compare their adolescent development with each other and sometimes even touch/fondle each other. Some boys masturbate with their bothers. It is all harmless. It does not mean that what you saw has/will progress into a sexual relationship.

Hmmm... There could be incest going on here. A 14 yr old can easily be aroused & have sex. I don't think it is approprate whether with clothes on or not.
