This evening a few of us went out for a drink in the local pub to discuss the car park. I know - exciting times! However, after we'd talked about the main points, he offered to get everyone another drink. Then one person left leaving just a couple from upstairs, me and him. Then he moved round to sit next to me. He looked over at me quite a few times and leant over and touched my arm one time. I like him. What should I do next?

Ooooohhh sounds like an opportunity!!
Make sure he's single first and then just be friendly when you see him and try to get to know him a bit better. If you think things are going OK why not invite the neighbours in for Christmas drinks (him included of course) and see what happens.
Try not to be too overly flirty or he might see this as a sign that you are just after a good time and you want him to know more about you as a person first and build a friendship!
Could be akward if things dont work out, living in such close proximity but nothing ventured, nothing gained.
Good luck xx
