I tell all men that I don't like men that don't act like gentlemen, this guy expressed "certain" interest in my sister, saying what's wrong with her bf, it got on my nerves because of the years of sister comparing. No, you don't owe him anything. I'm pretty sure you did the right thing breaking up with him if he had any sort of interest in your sister. He sounds like a jerk off. I know you want to be nice and you're second-guessing your decision to end things because you're in that stage where you're fogetting the bad things and remembering the good things. Make getting over him easier and don't reopen communication and tell him "Happy Birthday" it really won't make you feel any better.

As a man, I can tell you that if you saw him express interest in your sister, you don't need to wish him a happy birthday,or do you need to bother with this guy.
If this is the case:
1. He has been a good guy to you
2. Is not selfish or insulting
3. Seems overall genuine
then, he might have truly been concerned with the scumbag he sees your sis with. It may have actually been genuinely to protect her, and if this is the case, and there are no other similar incidents, I would apologize if I were you and wish him a happy birthday.
