 Don't make a move on him. He has a girlfriend, that's the end of it. Whether or not he's happy with her is unimportant if he doesn't have the guts to end it. He likes you, that's all well and good, but dump her and spare her the heartbreak of finding out he doesn't want her and being cheated on. She may be a 'witch' but she's a person. She has feelings just like you.

If he says yes, then wish him luck, and move on, and if he says no, then you make the decision! Just remember that even if his girlfriend is perfectly horrid, she is still human, and would probably be distraught.
