I concur with the others. It is normal and you should not make her feel guilty. I am assuming you have not had "the talk" yet. It is difficult for some parents. Read some good articles on it before you do. But, do it. You know you have to and now is the best time. She is arriving at puberty.

 Be open with her about masturbation. Talk to her about toxemia that can be a serious problem from using a balloon. Generally with children, I wouldn't call it a fetish yet. Kids experiment and sometimes what we call a fetish, they're still at the experimenting stage. At 11 you really can't expect her to fully know what she's doing or be developing abnormal sexual behaviors.
Talk to her about it. Ask her why a balloon was her choice, and where she got that idea. If she has access to a computer, she might have gotten the idea on there, as easy as you pulled it up.

reader, anonymous, writes (28 November 2008): No i wouldnt worry to much about it I found my daughter masterbating wih a pillow once and then once with a old babydoll now the babydoll i had to take away cuz she was raped as a young child and she was simulating what happened to her but the pilow oh well. just maybe sit down with her and explain whats going on and why she is doing it then maybe sence you agree with masterbating tell her other tools if you dont like the bolloon idea and give her other allternitives!
