One more thing to consider.........you know how to masturbate yes? Also, masturbation won't work if you aren't turned on by something. You can be erect, but if you aren't "turned on" mentally as well (i hope that made sense) then you are pretty much just using an up and down motion on your penis that won't do much.
Everything else other than that has already been said but don't worry about it. If this problem persists late into your teenage years, and I'm talking 18-19 or even 20, then you might want to get it looked at by a doctor.

Are you taking any medication? Have you had any injuries to the area? I'm assuming you can orgasim, no seminal fluids though.
Medication can always interfere with normal body functions, orgasim and ejaculation included. If you are on medication, ask your doctor during your next visit if what your taking may effect creation or release of ejaculate.
You might examine your diet as well. Products can contain any number of things that can have an adverse effect on your body and it's systems.
Puberty can effect different parts of your body at different times. For example, your voice may begin to change long before you have pubic hair growing in. There is no set age or predetermined set of rules that dictate when your penis will expel ejaculte.
If there's no pain associated with orgasim, and you've checked with your doctor about any meds you might be on, have fun. Your saving money on tissues.
However, I wouldn't have sex without a condom. Besides the obvious issues with sexually transmitted diseases, there aren't any indicators that will let you know you've begun to expel ejaculate. This could put you and your partner at risk of having an unplanned preganacy on you hands, if your partner is female.
