Stretch your skin out slowly. Everytime you get an erection pull it back as far as it will go, and then try and make it go a little further every time from there on out. Do this very slowly, and eventually, it should stretch to the point where you can pull it back and slip it over the head of your penis. I was really self concious about it and scared that girls would be kinda turned off but I was surprised to find out they don't really care, especially if they love you.
If you're unsure about whether you are ejaculating, wait like 2 days without masturbating, i know its tough at at 16 haha, drink some water throughout the daym and then masturbate and somthing should come out. Make sure that when you are orgasming that you pull the skin back, even if it won't go over the head, back enough that the opening shows so your semen can come out. If nothing comes out, I would check with a doctor
Don't get circumcized, i was considering it and am very glad i ddin't do it. Just slowly stretch the skin and you should be good. Just a little every time you get an erection. Before I was unable to pull it down very far on the head of my penis but now I am able to pull the skin back and over the head of my penis when erect without pain.

I think this is more a question for the men but i just wanted to say to get the snip would mean to have a small operation to make you infertile so that you cant have children so i am positive you dont want that.Also foreskin is different for everyone but its not meant to stay back and only circumcised people have no foreskin.I dont know about the ejeculation part of this question because to my knowledge if a man orgasms he ejeculates but there is a chance i could be wrong so i think a mans opinion would be best on this because i do recall one of my exes saying he had the same thing.
