We have been neighbors for about a year now, and talk over messenger and on occassion, we hang out and watch movies or go to the local pub. I have a difficult time reading signs with him, as his gestures of good will are the same to everyone as they seem to be with me. He has invited me to do things, and declined at times to do things. Not sure what to make of any of it. Do you have any advice? Do I speak to him about my feelings? I am moving in a couple months, only a couple of kilometers away, but do not want to lose the friendship that I have with him.

Definitely speak to him about your feelings.
There is a very small chance any guy will turn down the advances of a girl if he enjoys spending time with the girl. The fact that he's invited you out before shows that he at least finds you cool. This really is enough for us guys...trust me. Don't worry about him declining...maybe he really was busy and couldn't make it.
He would be out of his mind or gay to turn you down. GO FOR IT!
Good luck.
