I am interested in continuing to talk and possibly hook up more, but how do I find out if he is too? I waited until Sunday to text him, but he didn't respond for 5 hours and never responded to my second text. His text didn't make him uninterested, could he have just been busy or is he not interested?

 Hook-ups, especially drunken ones, very rarely turn into anything more. And the fact is you have text him but he did not care enough to reply to the second text - therefore he is not interested.
Maybe try being direct one last time and ask if he would like to go out for a drink/movie some time - see if he replies or says yes/no.
Men are incredibly simple when it comes to girls they are interested in - if they are interested then a guy will call/text/ask her out, in essence they will do the chasing. If they are not interested - then they will not text/call etc, and will rarely reply to messages. They might reply to the odd one to be polite but they wont ever make any effort.
So to tell if a guy is into you, ask yourself "Is he making any effort?" If the answer is yes, then he likes you. If you are the one making the effort and he is making none - then he is not into you.
Sorry to be the bearer of bad news but this guy is probably not worth chasing!
