I was unaware men get periods. I once read in health class that they can have a form of PMS every month around the same time. Lol.
Anyways, where do you think medical researchers get that 99%? They've tested contraceptives and they all still have that 1% of failing. Like Chigirl pointed out the only 100% way to protect yourself from an unwanted pregnancy is abstinence.

There is no way to "test" the effect of the pill. It has already been tested, otherwise they wouldn't be selling them and saying that is it so and so much effective. If it really was a gamble on whether the pill worked or not, they wouldn't be able to sell them and say that they are 99.7 percent effective.
Besides, they are as good as 100 percent effective. The thing is just that there are absolutely NOTHING in life with a 100 percent guarantee other than the fact that we will all die at some point. But this doesn't mean you'll get pregnant. It just means that it is safe, but like with all things in life stuff can happen, coincidences happen. Like you forgetting to take your pill. Or you getting sick and vomit and so the pill didn't get to work as you threw it up. Or you go on antibiotics that lower the effect of the pill. Or all of these things combined. That's how you end up pregnant.
If you're scared that the pill isn't working the only other option you have is to not have sex.
