Well we use to text each other everyday and now he wont even text me, i have to text him and when i do hes real short with me. He tells me that hes very interested, but he really doesnt show it.He goes out all the time and when i hint that i want to hang out he says hes busy all weekend. One day i had not heard from him all day and i told myself do not text him then around midnight he text me saying he was lonely and horny, so i told him i wasnt going to be a booty call for him and he got extremely upset. So my question is How do i know that he really does like and im not just going to be a booty call for when he wants it?

There's no amount of work, no distance, no nothing that could hold him back from spending a few hours with you. The fact that he doesn't want to see you at weekends might mean he either got a girlfriend/wife or he just wants to be free to "hunt" around. So, I'd say he's just looking for sex... that "lonely and horny" text he sent you was offensive to say the least. Leave him... he's not worth your time!

You've answered your own question.
If a man calls(texts with today's technology) you after 9pm all of a sudden wanting you to come over, then that's called a booty call.
He hasn't had any contact with you in a while, then out of the blue you got a text around midnight telling you he's lonely and horny. Then he gets upset when you tell him you're not going to be his booty call. Seriously, you tell me. If it looks like a duck, walks like a duck, quacks like a duck..it's a duck.

He's busy all weekend. The substance of his conversation is that he's "lonely and horny", and his answers are short.
He wanted to use you for sex and possibly already has a girlfriend.

From what i read here it does sound like y ou are a booty call. He is too flighty to be able to get any more sense of seriousness out of him and 'busy all weekend', that would make bells ring big time for me.
