How to tell a girl how I feel...and should I even do it?

I've liked this person that I have known for a good while and we have remained friends over the years. I dated her 4 years back for a couple of months but the timing was wrong and I was fresh off a break-up of a long term relationship. I couldn't commit and it was one of the biggest mistakes I think I made.

Me and this other person stayed in contact and we would get together from time to time to catch up as friends. I still have feelings for this person after all these years and I regret ever breaking things off with her. I wish I had been over my ex like I am now. I made a foolish mistake not realizing how special the new girl was at the time.

I asked her out over a year ago and she initially agreed and then came back and said she thought about it and that it had nothing to do with me and that she just wanted to be single and hang out with friends and that when she was ready to date she would let me know.

Well I haven't seen her since then, we don't even hang out as friends anymore, but I still can't shake my feelings for this girl. Should I let her know or just try and move on?

It sounds like one of those situations where you have nothing to lose, so I say tell her. The worst that can happen is she rejects you, you get some closure & can move on.
