 It's easy to get a girl excited by touching her breasts but bringing her to orgasm is nearly unheard of. I don't think it is even possible with most women. I myself have been brough to orgasm 'merely' from breast fondling only twice in my whole life, and I'm actually very easily pleased, so for more 'normal' women I doubt it would even be possible.

It's very unlikely for any woman to orgasm from someone touching her breasts.
Just touch her the way you want to touch her without worrying about whether it makes her feel good. Let her know how pretty she is. If you make her feel desirable and let her know that you enjoy touching her, she will enjoy it. If you are preoccupied with whether you are "doing it right" and with what she is feeling, she will not enjoy it.
And are you saying you've never touched them, even though you've been dating for years? She's probably dying for you to touch her. So get on with it--if you're doing something completely wrong, she'll let you know.
