To be honest, it doesnt make much difference. If she likes you she'll want to go out with you, if she doesnt then no amount of stars are gonna change her mind. In saying that dont ask her in front of all of her friends or a lot of people and definitely dont get a friend to ask her.
Just pick a moment when you are alone with her and its not too busy or crowded and tell her you like her and you were wondering if she wanted to go out sometime?

It may be harder, but directly from you and your mouth is 1000-times better than relaying it through a friend. Yeah, there's a chance you may get shot down, but at the same time, you might not. In either case, it's better to face it.
As far as when, I would think daylight would be better... less creepy or intimidating. Save the starry night for a date.
