Just talk to him. Find out about him and get chatting. You don't need any flirting techniques because if there is something between you then both of you will feel it.
Be warned though, 3 years is not a huge age difference normally... But at your age it is. You are under the age of consent and he may not want to go out with you because you are so young. He may feel he would be taking advantage of you, as might everyone else in both your families.
Talk to him and see if you become friends. If it is meant to happen then it will.
