The penis becomes very sensitive post-ejaculation and, if you're touching it the wrong way, is very ticklish. You should talk to him. Ask him why he won't let you finish. If he is just being considerate then tell him you would prefer to do it. If he would rather hold the reigns just prior to ejaculation then you can either observe and try to mimic his motions another time or you can ask him exactly how he wants you to do it.
