You can normally tell when they will not pull away, just slowle move you face closer to his... he will make it obvious if he wants you to kiss him!
Of if you have a strong enough personality and plenty of confidance, just get close ish.... and say "Kiss me" Cant see any bloke complaining about that, well unless hes not interested in you that is. But I'm sure you will be fine :)
