It can cause stress and tension and etc etc if you haven`t had it before together... and even in general. when the time is right, it should simply happen

 I honestly think that if she's that shy around you, you two are not ready for sex. Eventually she'll come out of her shyness despite her culture, but for now just take things a bit slower.
