 What's wrong with kissing him first? If he's shy and second guessing himself, you may have to either tell him outright, "kiss me," or just kiss him yourself. We've all been there, nervous and uncertain. Heck, I had to kissed first when I was younger, but I sure as heck kissed back second.

You can try leaving some hints. But, if that doesn't work keep in mind that if you really want something you have to go for it. You already know that he wants to kiss you, so he must be too shy to try. And if you kiss him, he won't refuse.
One hundred years ago there was some issues with women kissing men. But today things are very different.
