take an interest in her and let her talk. look her in the eyes a lot. LISTEN to what she has to say. And show your wit -- girls like guys with a sense of humor. (And also laugh at her jokes. We like guys who get our jokes.)
As for getting to meet her in the first place, eye contact, and lots of it. Smile at her a lot. Show interest. Once she's looked at you, looked away, looked again, and smiled back, you'll know it's safe to walk up and introduce yourself. Tell her she has a nice smile and move on from there.

 I may not be the best at this one because even I can be a klutz at meeting women and Im in my 30's. Im a little better now but it took time my friend.
Be kind and genuinely interested in her. Ask her questions. Be confident but not cocky. Try to make some light humor. Let her do more of the talking.
I know all that would be alot more easy if she didnt make you feel all tingly inside when your near her. I havnt figured out the solution to that one yet :)
