 Well, don't be too blunt and not too fast. I know once a guy just messaged me right off the bat if I had a boyfriend (which I said no to) and he proceeded to ask me out. I had never been SO turned off in my life. The reason why is that it feels like he wanted to go out with me before even really getting to know me, which is disrespectful in a way.
Become her friend. Find out her interests and what she likes/dislikes. Try to get into her interests and then you'll have something to talk about that SHE wants to talk about, and maybe you'll be able to ask her out then :).
Example: Maybe ask her what her favorite TV show is? If you watch it, then you guys can talk about it! If you don't, then say something like "Oh I've never seen that, but if you say it's good I think I'll give it a try". Normally this gives her something to look forward to, and likely she'll be wanting to know your reaction to the show after trying it. Then you two can talk about the show and whatnot. Works like a charm for me :)
