If you've never trimmed it before, then this happens because you cut the hairs off. The hairs are naturally thinner at the tip, and finer/smoother/softer. When you cut them off, either through razor blades or scissors, you cut right in the middle of the hair, leaving it coarse and harsh. It's natural. If you wait for all the hairs to grow out again fresh, they will be just as soft as before.
In the meantime, just clean it, perhaps try some conditioner? Just be careful to clean only the hair if you use soap, as your skin and bacterial flora down there should get washed only with special soaps intended for that area.
If you've trimmed regularly, and this has never happened before (to such a degree), then I have no idea what it is caused by other than a probable natural change in your body causing a change in the hairs (hormones).

dont worry it softens up as it grows back - it feels coarse because all the ends are chopped off.
my chest hair feels funny if I man scape it but it also goes soft over time
