How do I message a girl I've never talked to before without seeming creepy?

So there is this girl who I follow on Instagram and have thought was gorgeous for a good year now. She is best friends with a friend of mine (whom I still talk with occasionally). I got out of a year and a half long relationship at the beginning of summer and it was definitely rough, but now I'm ready to go out and date again and I really want to try and take this particular girl out sometime. We follow each other on Instagram and she posted her number on a post recently saying she got a new number and for people to text her. Don't know if she meant this for people she already had contacts for, but I figured if she posted it for people to see, why not take advantage? I talked with my friend asking if I should try and contact her and she says go for it, worst things worst she says no. So my question is what can I say or how do I start the convo off when we have never talked and without me giving off the bad vibe from the start? I was thinking of saying like my name, the fact I'm friends with her best friend, and saw her number on Instagram and figured I'd text her and see if she would possibly be up to do something sometime. Please help!!
