 Well I guess it depends how long you guys have been going out, and how comfortable you are with each other. Is it all new and daunting, or are you at the cuddles and hand-holding stage? Understand that you can't MAKE her want to kiss you - although I'd say odds are she'll want to anyway, being a 13 year old girl. And as you are the boy, it's most likely going to be up to you to initiate the kissing.
If this is a new relationship, take the kissing thing slowly, else your lass might get a bit overwhelmed. Don't just dive right in - start small. Give her a hug. Hold her hand. Put an arm around her. Be comfortable with touching, 'cause if you're not willing to hold her hand then damned if you'll be able to kiss her.
If you have already reached that point where you're not afraid to give her a cuddle, it'll be easier to move on the the kissing. Just take her out somewhere - to a movie, to lunch... Hell, I got my first kiss when we went for a walk together. Spend some time alone with her. Give her a hug, then maybe tilt her head up close to yours. Make sure you check her reaction - does she seem nervous, is she trying to pull away, is she looking away from you? If she's uncomfortable, back off. Otherwise, proceed! Just lean in and kiss her. Be gentle, firm, and keep your mouth closed until further notice! No girl wants to be drooled on. Keep the tongues for later.
