I have trained people though in the past who were naturally less bulky (females as well) who needed to bulk up after an accident so that they could use their wheelchairs to push themselves around rather then their legs and what we would do is to do the weightlifting heavy enough to be a good workout, but the most important part was when the muscle started to tire and shake a little bit to then push to do several more. What this does is make little tears in the muscle that are not dangerous but they force the body to fill in those gaps each time which then makes the muscle become fuller. Most of my patients are forced to use their arms like they used their legs in the past so after a few years of using a wheelchair their arms actually got as big or close to it as what their thighs used to be. A high protein drink and good nutrition would be of benefit while working on your bulking too, yes. Good luck. Btw - why is it that you wish to bulk? I personally find it an ironic fact that most apes (like the orangutan) have very thin arms but are much stronger then any of us humans could ever be as their strength is similar to that of a gymnast which is a very special type of strength that you likely have as well.

As someone else has said, its a combination of nutrition and working out. I will add genetics as well, but that usually only kicks in later. You can work out 24 hours a day, but if your body doesnt have enough complete amino acids to form protein, you will not gain muscle mass.

If you're a big boned person naturally you will have larger arms anyway than other non big boned people and generally to have a bit more meat on you that you can turn into muscle. If you're a slim build naturally you will have more difficulty building yourself up, as you need excess body fat or loose flab as mentioned above to tone up. You could probably benefit from some weight gain shakes or whatever they're called do put some weight on you and then hit the gym again to turn it into muscle. You can usually pick these up off the internet or some local stores, not that hard to get hold of or if you would prefer go to see your GP and see what he/she suggest. They may be able to prescribe you something to help you put weight on.

Maybe you're not doing the right stuff at the gym? You should see a change after 3 years, though some people take a lot longer to bulk up than others, and some people aren't built to have big muscles.
Anyway, can you take advise from a personal trainer at the gym? Can you 'buddy' with another guy doing weights and ask him about his routine? You need to get an idea of the size of weights you should use, how many reps you should do and how many times per week you should work out.
Don't just focus on your arms/ chest though. I've seen loads of those guys at the gym, completely neglecting their legs and believe me, big arms and chest looks silly if it's on top of skinny legs! Exercise each muscle group so it's balanced and healthy.
Good luck

It's a combination of food and dedication. You need to talk to a body builder they will direct you to the right strength training that will help you bulk out your arms. But need I stress diet is so important to build muscle.
