He could have reasons for not making a move already such as hes still getting over his past ex (although i doubt this given that he got back into a relationship) or it could be that he likes you and he doesnt want to wreck what you have by you getting thw wrong impression, he has a reason and you need to know what it is in order to move forward, talk to him, be honest and open about what you really want. best of luck

 He is probably ready! Why don't you just say to him 'so when are you going to kiss me then' in a light hearted manner. If he isn't ready then you can pass it off as abit of a joke, b ut he will be ready! X
