If a guy is talking business, then he is not flirting.If he talks about anything else, then he could be flirting with you.

if you are new to this scene ( you are 18-21??) then I wouldn't make the first move. Unless he is really shy, chances are if he is interested he will make the move.
Just be yourself, that's the best way. The one thing that puts people off is when the person you are interested in puts on an act, that way you have no idea who this person is.
Advice for flirting? Smile with your eyes I say, if you know what I mean, a nice genuine smile is a real boost for a bloke. And to get down and dirty, if you want to get his attention, wear something flattering, if you have nice boobs wear something low cut to show off your assets. Likewise if you have a shapely bottom, wear something figurehugginga nice black short skirt will set the imagination off running - he will get the idea.

Send him cute notes, call him, ask to hang out, just keep him thinking about you. Pace things, be confident, and in-control but make him make the first move if possible. This will help boost his ego.If you are only going to meet a guy once and never see him again, then you need to escalate things. Write down your name / number, fold it and give it to him, upon saying goodbye. Doesn't hurt to ask him out either or get his number. These days, a lot of guys expect girls to make the first move due to women's empowerment and all that jazz.
