You should try become her friend first, at least that way she'll think of you as her friend and look past the fact that your friends with her brother.
There is only one year between the two of you's and in teen years one year can be alot. You'll just have to be yourself and act your age, because there is no point in you trying to act older than you are or trying to be someone else completely because it won't be you.
I think as you get closer to this girl you should ask her to her face if she likes you. The only way you can get her to like you is to be yourself and to show her that you can be there for her. Good luck :)
