Well if you see him fairly regularly then just smile next time you see him. Nothing wrong with smiling at a neighbour.
Then the time after that, smile and wave. Then the time after that, say hi as you go past. Then the time after that, say hi and make a comment about the weather or something.
Eventually, you'll be able to say "Hi my name is Bob" or what ever your name is.

All you need to do next time is smile and say hi. Just say you've seen him around before but have never had the chance to speak to him. I'm sure he'll respond.

when you next see him walk past him and just say hello. maybe even ask him for the time if you can try and make a conversation out of it. if not that's ok because he has now noticed you and will know who you are the next time you feel comfortable to talk to him.
