I think you should look into building close friendship with girls. It will improve your confidence with them, and may even lead to romance. Find a hobby, a sport etc, and join clubs. Perhaps if there is a girl in particular that you like, ask her for coffee, get to know her. Take your time, and your confidence will build. Just dont rush into anything you arent ready for.

 First of all, make sure you're ready to date and start a relationship. You also have to keep in mind what kind of girls will be a good match for you (mentally).
Easiest way to train yourself to be more talkative to girls is to try internet dating site. It's actually a very good way to practice and you might be lucky to find "the one". I can say it actually work because I did met my boyfriend there, and we are doing very well. You can also learn how to be more out-going by working as a sales, or a job that requires you to talk to people. It forces you to learn a skill that'll be good for you for the rest of your life.
Just a note, you've got to be prepare to get rejected. Remember that's just a part of dating.
