Girls can have orgasms at any age from the beginning of puberty. It sounds like she's at least close to orgasms but i think she'd know if she had one. It feels like a massive release of warmth through your body and girls often tremble or shake afterwards (but in a good way). Also the vagina muscles with spasm and tighten up during it so you may be able to feel it yourself.
