If they're using a landline or contract phone (which I very much doubt) then yeah they'll be able to do something. Unfortunately, my guess is its just some punk kid using a pay as you go SIM. If you talk to your network, you might be able to get anonymous calls blocked (if they're using anonymous calling) or perhaps even block that one specific number if they're not

YesThe police can ask for the details of the person using that number and they can charge that person for harrasment. Just make sure you keep a record of the times of the calls and what was said to you.I hope this helps
