 Ahh. Well, what do you know about her? She's got a dog! I'm guessing that she dearly loves her dog, and that's a talking point. As she walks by your house, you could say something like "Hi! That's a cute dog! (if it's small) or Wow! Great looking dog! What's his or her name?" (if it's a big one) Then after some pleasantries about the dog, introduce yourself with a smile and ask her name. Keep the first meeting kinda short and say "It was great finally meeting you! I hope to see you tomorrow!"
Give her something to look forward to. Keep up the conversation for a few days as she passes by. Learn a little about her every day. Give her a smile that'll make her weak in the knees. When you feel you've reached a level of familiarity, get to know what she likes, and when it's time to ask her out, plan something you know she'll love, and ask her to spend the day with you doing something that she loves.
This method will take a little time, but good luck to you!
