 Are you sure you are not just one of many girls that he likes to flirt with and have a joke with? It sounds to me like he does not want anything serious and just likes having a bit of fun with girls. He probably puts you off by saying he feels you are only joking so that he does not need to make it in to anything more serious. Simply just telling him you are not joking should be enough.
