He does seem to flirt a lot...joking around with me and constantly smiling at me, but he's also quite shy. I don't want to come right out and tell him I want to take our friendship further for risk of losing our friendship, so how can I send him subtle signals and see if he picks them up and makes the first move?

 Once in a while, look at his lips when he talks. Try not doing it often, especially not when you're the one talking. You don't want to make him feel that you do not mean what you say.
