It's perfectly natural to be still too tight at your age. I couldn't pull mine all the way back until I was eighteen. I think what finally allowed it to loosen up was I had my first girlfriend and during all the kissing and rolling about together and dry humping and all that it graually (that's the key word, gradually) put pressure on it and loosened it up.
What you probably should do is go have a doctor look at it. I had to go through that and it's not a big deal. There's nothing you can tell him or show him that he hasn't seen a million times before. If you have to tell your parents that you need to see the doctor then hopefully they will repect your privacy enough not to demand why (like my dad did) and not to make the whole thing ten times worse by demanding to know what is wrong with you (like my mum did). Go on your own without them knowing if possible. There may be a free sexual health clinic or something in your area.
If you don't feel like you want to see the doctor just yet what you could try is just spend a few minutes a day gently pulling it back. Gently now. Don't force it. After a few weeks it might loosen up. When it finally does you may discover the head of your penis is coated with a kind of crusty yellow stuff. That's called smegma and is natural. Don't freak out. Just wash it off.
Think about seeing a doctor just to be sure, but don't worry about having to be circumcised. It probably won't come to that.

My son is not circumsized and when he was born I was told to try, at least once a week, to pull it back when I bathed him. It took a while, but I think the same method may work for you. Pull it back til you can tell that it is stretching. If you pull it to far, to fast it will tear and could get infected, so be careful . Try to get it a little farther each time. If you have any bleeding you should tell your doctor, just in case!

I am not sure what you are talking about but am assuming you are talking about your penis. I believe you need a circumcision. Hey all you guys out there how about helping this guy, he's just a baby.
Susie, sorry I can not help.

My partner recently told me that he frequently reminds his son, aged 5, (from a previous relationship), to retract his. He said that the first few times it hurt, but then was ok. I was surprised - I didn't know one was supposed to do this. I guess perhaps you haven't done this and that is maybe why it is like it. I think you should check with the dr before you force it, as at your age it may not be a good idea to do that. You need someone who knows to look at it, I think. Sure it will be ok.
