Thats because both you and your boyfriend are inexperienced and too young.
For guys, orgasming is usually physical and automatic.
For most women, orgasms are mostly the mental state you are in. At your age, there is no way that you have the maturity to put yourself in that mental state, nor does your boyfriend understand women and their bodies well enough to do the job.

 It's probably because you're not relaxed enough. And sorry to say this: you're probably not relaxed enough because you're too young to be doing this. I have to agree with Tellulah I'm afraid. Wait a few years then try it again, and you'll likely have a much easier time.
