 You could try an attitude that I used many many years ago, and still do for that matter. If you are with one or more friends it helps - but "act" like the life of the party and be smiling and funny - having a good time. Also be (or act) VERY confident and self-assured. If you see a gal or two nearby your "party" (especially if you notice them looking that direction), then approach them confidently and offer a drink (such as, "Hey good lookin', can you handle a shot of this vodka?") or something similar. Whatever the fun activity in vogue that evening. It could be dancing, kareoke or whatever. If you bomb, act like it's THEIR problem and keep inviting other girls into your fun party. Keep in mind: some of those girls are looking too. I'll bet that some of your successful buddies are fairly cocky and funny too. Emulate them. Best of luck.

 What sort of "fun" are you after here? Just some ego boosting flirting...or trying to get full on sex?
If it's the latter I suggest you don't go for that option for reasons which should be common sense.
However, there is no reason why you can't go and try flirting with girls; after all that is why they go out as well.
One trick which most men never believe -- yet it's completely true -- is that if you see a really pretty girl alone at the bar or wherever go up to her and offer her a drink. You have to do it quickly; if you sort of shuffle up to any woman they will think you're creepy.
Many beautiful girls are always on their own in clubs because many men think she is taken; which in turn is why some beautiful women are convinced they are ugly because no men ever approach her!
Offer to buy her a drink, if she accepts say to the barman "a drink for..." -- and then ask her name. Then you can address her by her name, and hopefully have some spoken "fun" with her.
