You have to work your entire body too, just working on your legs is not the best idea, general fitness and overall muscle gain will help you give shape to your legs. It's never a good idea to only target one group of muscles.

Now I'm stuck at 5'5" and am at 118 lbs (my goal is 120). I'm not saying you should or should not start but a suggestion I have is going on birth control (the pill). It helps you gain weight and also take in more protein. Also, riding a bike up hills and on a flat surface toward the wind for about a half hour every day should put some definition in your legs. Do not neglect a healthy diet! Good luck!

Weight training. Squats, lunges, leg presses, leg curls, calf raises. Go to a gym and get a personal orientation to the machines and free weights by the staff or a trainer.
Good luck!
