But sometimes when I try to kiss her or hold her hand she is either a bit hesitant about doing it or just rejects it. Now I know it's not because she doesn't want to or because she doesn't like me, she only seems to do this when there are a lot of people around, when it's quiet or it's just us two there's no problem what so ever, so I think it must be a confidence thing. Is there anything I can do to make her feel more confident and feel more comfortable kissing me etc in public?

I had the same problem with a past gf of mine and the best thing you can do is to make a big deal about it. She is probably just shy in public but that will fade with time. If she doesn't want to then just try and let it go but there is no harm in trying. She'll come around soon, she just needs your support in the process.
