Well what you are describing is the meaurement around your back rather than the acutal size of the breast - the cup size of a bra is the indication of how big your boobs are. Take me for example - I measure 34inches around my back and my cup size is DD - hence I wear a 34DD bra.
I suggest you get measured for a bra properly, specialist bra/lingerie shops normally offer this service for free. often women wear the wrong size bra and are actually bigger than they thought!
If you really want a wider back measurement then I guess you could try working out, focusing on your back muscles as this should increase them in size. You could also try putting on weight - boobs get bigger when you put on weight. But aside from this there is not a lot you can do to increase the size of your boobs without surgery I'm afraid, you just have to be happy with what you are born with!
