Or maybe he knows that you're jail bate, meaning that if he made his move on you, he might go to jail for messing with a minor, by the law or your mom. I had a guy who wanted to be with me so badly (i was 13 and he was 17) but he didnt due to fear of going to jail. i didnt look 13 and thats why he was so interested in me, but he did know my age. i know how you feel. boys your age are so immature and us girls are more attracted to the big boys. just simply give him your number. dont be shy. thats what i would do when i wanted to be with a guy and it would work the majority of the time. but whatever you do, dont get yourself into trouble and be careful. not all big boys are good boys. hope this helps and good luck!

To start off i don't like relationships at young ages to have an age difference of 2 years.. Otherwise things get complicated and stupid fights happen due to age.
Hes older and more mature and will be doing activites with his friends which are things that you can't do.. For example going to a club with an age limit or a bar him and his friends will be drinking and you will be left out.
You might be a fun girl with your friends and you do activites with them that he might recall as activites for kids..
If you would like to then here goes.. First thing and probably is the only thing you can do is participate in a sports activity which he plays, that way when you get placed in a team together there will be some socialisation and he will know you exist.
Later on when you see each other in halls, lockers, corridors say hi and talk to him about anything slowly you will become friends.
Keep getting close to him and after time if you play it right you might get lucky and he might tell you to come along with him and a bunch of friends to a cafe, party, get together what ever but just an invitation to do something out of school.
Hopefully after time passes by you might get together.
