Take the shirt, button it up and turn it inside out. Lie it flat on a table then get some dressmaking pins and pin it about half an inch (or how much you think) at either side. Tack down it in big stitches with a thread different to the colour of the shirt so you can see them. Once you've done that then get thread the same colour as your shirt and sew it down in small stitches. Once that's done turn it round the back so you can see the stitches then sew it again IN BETWEEN the stitches you sewed previously, are you with me? Do the same to the other side and voila! Once new FITTING shirt!

You could show it to your mum. Perhaps she will be able to help you when she sees the problem. She may be able to alter the shirt herself or perhaps agree to take it to a seamstress to make it fit you better.
I bet your mum bought this shirt a little bigger for you as you are growing at a fast rate and she hoped you would soon "grow into it". Im sure if you show her the problems you are having with it, she will do her best to help.
If alteration is totally out of the question, you could always suggest that she buys you a better fitting shirt for the time being and put this one away in a drawer until it does fit. I bet that wont be long.
Dont try to fix this problem by yourself. It could end up worse. Try showing it to your mum first.

Try washing it in really hot water and then put it in the dryer on high heat, it might shrink up if it's made of cotton or rayon.

You could try using a belt. Or take it to a seamstress and have her take it in. Bring her a shirt that's cut similarly, that does fit you, and see if she can alter the shirt.
