How can men move on so fast?

Realistically, he probably isn't over her. It's most likely that she's a rebound and within a few years he'll have ended it with her too. Men don't really move on that fast. What we do is transfer feelings from one person to another. The feelings then run out, and we move on again. This other woman is most likely a rebound.
