 sorry, i think it a shy way of saying no. i think he is avoiding you because he likes being single or you have scared him off by asking him out. he could have been doing "innocent" flirting and not ment it to go this far, he might even be leading you on. my best avice would be to move on to someone, so when you ask them out its good answer straight away.
