But after words we hung out (just me and him) When he moved we stilled talked every night for like 10 to 15 min. Just see how each others day was. Some bad things happened to him but he called to talk to me and no one else. not even his best friend. Until the next when he told them. He says he was hurt badly by his ex a long time ago. A week ago he asked me fly down and help him move back to the state. On the way back he kept looking at me and we joked the whole way. But he always tell me nothing will ever happen. We dont have chem. It hurts to know that but i keep getting mix signals. What should i do?

He probably feels the same way that you do. No chemistry but inexplicably attracted to each other.
I've been in a situation like that before and we ended up using each other.
If theres no chemistry and only attraction, the guy ends up wanting to be a friend with benefits.
Sometimes being attracted to someone can get in the way of getting close to them as a friend first and a boyfriend/girlfriend later. This also might be what is happening. If I was you and wanted to be in a relationship with him, I would wait for him to make a move toward being your boyfriend.
