10 is not too young to kiss/make out
y dont u speak to him and say u were worried but say its cool him having a girlfriend but why the condoms.
at ten, he is prob not too big and prob not producing sperm yet.
worst case scenario? he is being sensible using condoms

I find it a bit strange that a 13 year old girl would find a 10 year old boy interesting - girls mature faster than boys and frankly she is a world away from him developmentally. I wouldn't have thought at 10 he would be capable of a full-on relationship unless he had an early puberty. Anyway, you should tell your parents about your concerns as they should talk to the girl's family about what is happening.

In the unlikely event that they do nothing then talk to a responsible adult such as a teacher or since this is against the law a police officer. Do not let this continue!
