Shave downwards, or better yet switch to battery powered man's razor with the soft rotating heads. Much better shave and no bumps.

You need a cream that you can get at the drug store. Something for the bumps/chafing. There is a product in the states called Bikini Zone.
You always want to shave in the direction of the growth. So if the hair is pointing away from you, the blade should go that direction against it.
Wash with cool water, pat dry, then apply the bikini zone cream (or whatever your country sells).
