 Assuming that you of about equal age, just move your hand to her breast(s) while making out. If she pushes your hand away, then let it be, but if she responds positively, continue and move your hand inside her clothing.
If that kind of stimulation is well received, after awhile, move your hand farther south while kissing passionately. I think she will probably guide you from there if she wants you to proceed any further.

 In my experience I wouldn't push it if I were you... she'll let you know when she's ready. It's only been 3 weeks! Be patient, spend time together, get to know each other, and "make out" as you put it.
Trust me... She will let you kow when she's ready :)

 well maybe the girl you like has asked her friend to suggest these things to you! or if not then maybe you should try it but how do you no she likes it? see there are many possibilities so id have to say ask her one night both of you sit and just pretend you want to play a game of stuff you like and dont like and then bring things up like do u like being fingered! if she says yes go for it if she says no then ask different question if you want any more help with any thing message me xx
