Throughout all my relationships (even my husband), I always waited for the guy to say those 3 words first. Just because I was a little afraid to say them first, and I also didn't want to come across as clingy or falling too fast if I said them first.
Personally, I think 2 months into the relationship is too soon to say those words. You hardly know the guy, and you don't know where this relationship is going just yet. Give it some more time before you say "I love you". Perhaps, 4 more months, there's no need to move fast. Those words need to be said when the time is right, right now is too soon.
That's just my thought on the situation.

I want to tell you be jolly your in love, I really do and it is a great feeling. I should know, I've been in love once or twice, let's just leave it at that but no, I would suggest you wait a few more weeks as then the love would grow and the feeling would only get stronger, and better. And who knows, he might be in the same thought as you and before you get the chance, he might just say it to you.
Just give it a few more weeks and if it all is still going good and the butterflies keep twirling your stomach in knots, then feel free to open up to the lucky guy.
